Following the publication of the draft type approval amendment document Proposal for a Regulation of the European Parliament and of the Council concerning type approval requirements for the deployment of the eCall in vehicle system and amending directive 2007/46/EC on the 13th June 2013. There has been a great deal of discussion over paragraph 6, which concerns the provision of GNSS services, which states:

“Therefore it is appropriate to require its (IVS) compatibility with the services provided by the satellite navigation programmes, including the system established under the Galileo and EGNOS programmes”.

The summation of the discussions that have taken place, there would appear to be a requirement to establish some facilities to actually test the Galileo/combined chipset to ascertain the correct parameters and to understand this new system, and the implications for eCall.

To address this I propose to establish a conference call in the coming weeks to see if there is significant interest in continuing this discussion and moving this issue on technically.
I have also raised this matter with GSA who are prepared to support this discussion.

I have held preliminary talks with some testing facilities who may be able to assist depending on the outcome of the Conference Call. I must stress that this is not strictly within the HeERO projects, but does fall within the remit of EeIP in particular TF LOC.
Whilst I can broker the meeting and bring parties together and provide assistance, I do not have any budget available to assist with the testing, so we will have to discuss budget from the outset, though I would hope that this would be undertaken at a cost neutral basis.

The intended persons to attend are tire 1 and 2 suppliers, OEM’s where it is felt to be beneficial.
The object of the exercise is to establish practical ways to ensure that Tier 1 and 2 suppliers can comply with the technical requirements of the amendment through evaluation and understanding.
