The European Commission has provided a Report on the implementation of the ITS Action Plan and Directive to the European Parliament and Council, and also a related Staff Working Document. The EC lists raising awareness of ITS, improved involvement of stakeholders, and better awareness of the importance of data quality and data sharing as successes of the process so far, but also mentions problems in achieving progress, particularly in the areas of the Directive covering freight, standards, data protection and liability issues.
It notes sadly that “…more progress would have been possible if there had been greater involvement and a more genuine enthusiasm from key stakeholders to commit to the new EU approach…”.
