Germany has set forward the proposal to make public transport free of use, with the goal of meeting pollution targets and avoiding fines. The proposal will be tested towards the end of 2018 in five cities across western Germany, a necessary action as the country is among the eight Member States which passed the deadline to meet EU limits on nitrogen dioxide and fine particles.

Should the country fail to keep to EU limits, it would have to face legal action at the European Court of Justice.
