The SmartImpact network is an URBACT III project. The aim is to explore and develop the innovation-management tools for municipalities to finance, build, manage and operate a smart city focusing on governance structures, processes, business model innovation and integrated action planning.

At the first transnational meeting of the network (Stockholm) in October 2017, the partners looked at how regulations and incentives can be used to support smart policies in cities and capitalise on the public benefits of smart technologies. This report sets out these discussions.
